The fourteenth governor of Arkansas, James Henderson Berry, was born in Jackson County, Alabama. As governor, Berry promoted increased taxation for railroads, repudiation of state debt, equal protection for all citizens, reform of the state penal system, and economy in government. After serving as governor, Berry was a United States senator for twenty-two years.
