James Buckingham (Jim) Argue Jr. became a political and religious leader in Arkansas in the later part of the twentieth century. He served almost two decades in the Arkansas General Assembly, along with a long stint as a leader in the United Methodist Church. Jim Argue Jr. was born on August 19, 1951, in Carthage, Texas, to the Reverend James B. Argue Sr. and Ann Bourland Argue. He grew up in eastern Texas, but the family moved to Little Rock (Pulaski County) when he was fourteen. After graduation from Little Rock Hall High School, he attended Hendrix College in Conway (Faulkner County). Argue graduated from Hendrix in 1973, earning a BA in history and political science. Neill Bohlinger was an Arkansas attorney, politician, and judge who served multiple terms in the Arkansas General Assembly, was chief general counsel for the Arkansas Highway Commission, and was later appointed to fill a vacancy on the Arkansas Supreme Court. Antoine Neill Bohlinger was born on July 3, 1884, in Little Rock (Pulaski County) to Antoine Bohlinger and Bessie Peay Bohlinger. His father was an insurance agent, and his mother was a member of the prominent Peay family of Arkansas. Her father was Colonel Gordon Neill Peay, a Confederate officer and mayor of Little Rock; one of her brothers-in-law was W. B. Worthen, founder of Worthen Bank, and her brother Gordon Peay became president of Worthen Bank after W. B. …

Bond, Patricia Lee Parker (Pat)

Pat Bond of Jacksonville (Pulaski County) served in the Eighty-first, Eighty-second, and Eighty-third Arkansas General Assemblies from 1997 to 2002, representing District 64, which covers part of Pulaski County.   Patricia Lee Parker was born on August 6, 1938, in Gladewater, Texas, to Murray Parker and Lucille A. Lee, who was a professional dancer with Chester Hale Girls, a Broadway dance ensemble that toured nationally and appeared in short Mentone films. In 1942, they moved to Arkansas, settling in Lewisville (Lafayette County), where her grandfather owned Lee Dry Goods Store. She was educated in the public schools of Lewisville and later reflected that “growing up in Lewisville was the kind of experience that you would want every child to have.” In high school, Pat was a cheerleader and a majorette, class president, and a member of the National Honor Society and the school newspaper and yearbook staffs; in addition, she played basketball and acted in class …

Brooks, Millie Muriel Ward

Millie Muriel Ward Brooks was a long-time alderman in Wrightsville (Pulaski County). The new Wrightsville branch library of the Central Arkansas Library System (CALS) was named for her in 2013. Millie Muriel Ward was born on August 27, 1932, to Theodore Ward and Claudia B. Smith Ward, and she and her siblings lived with their parents in Wrightsville. She married Julius James Brooks Sr., and they had two children, Shanon and Tena. Millie Brooks entered politics later in life than is customary, besting two opponents to become Ward 2, Position 1 Wrightsville alderman in 1992. She apparently faced no other opponents for reelection during her tenure, and she died while in office on July 9, 2005. Her daughter Tena Brooks …

Brown, Irma Lee Hunter

Irma Hunter Brown of Little Rock (Pulaski County) served in the Arkansas House of Representatives from 1981 to 1998 and in the Arkansas Senate from 2003 to 2008. She was the first African American woman elected to the Arkansas House and then became the first African American woman elected to the Arkansas Senate.  Irma Lee Hunter was born on January 5, 1939, in Tampa, Florida, to Dovie Estoria White Hunter and Joseph Hartwell Hunter. She grew up in Forsyth, Georgia, where she attended segregated public schools and graduated from Hubbard High School. Bussey, Charles E., Jr.

Charles E. Bussey Jr. was the first African American elected to serve on the Little Rock (Pulaski County) City Board of Directors since Reconstruction, the first African-American deputy sheriff of Pulaski County, and the first African-American mayor of Little Rock. Charles Bussey Avenue in Little Rock was named for him in 2005, and he was posthumously inducted into the Arkansas Black Hall of Fame in 2006. Catterson, Robert Francis

Robert Francis Catterson was an officer in the Union army during the Civil War. Ending the war as a brigadier general, he led militia units in Arkansas after the adoption of the 1868 constitution. He also fought in the Brooks-Baxter War and served as the mayor of Little Rock (Pulaski County). Robert Catterson was born on March 22, 1835, in Beech Grove, Indiana, the son of Patrick and Sarah Catterson. His father died about five years after his birth, and Catterson was raised by his mother alongside his five siblings. He attended local schools and then Adrian College in Michigan and Cincinnati Medical College. Upon the completion of his studies, he opened a medical practice in Rockville, Indiana. Chambers, Erle Rutherford

Erle Rutherford Chambers was a pioneering woman in Arkansas in the early part of the twentieth century. In addition to being the first woman to graduate from the Law Department of the University of Arkansas, she was also the first to be elected to the Arkansas General Assembly. Erle Rutherford Chambers was born in 1875 in Tennessee to Thomas Chambers and Henrietta Davidson Chambers. She had one younger sister. Little is known about her youth or when she came to Arkansas, but she worked as a teacher before moving into law. Cockrill, Sterling Robertson Jr.

Sterling R. Cockrill Jr. was in the insurance business with his father, Sterling R. Cockrill, in 1956 when he decided to run for one of Pulaski County’s eight seats in the Arkansas House of Representatives and was elected. Handsome and collegial, but soft-spoken, Cockrill was instantly a promising political star. However, in 1970—by which time he was the Democratic majority leader of the Arkansas House of Representatives, a former speaker of the House, and a leading prospect for governor—Cockrill suddenly joined the Republican ticket with Governor Winthrop Rockefeller and ran for lieutenant governor. James Comer was a prominent Little Rock (Pulaski County) lawyer and Republican Party leader in the early 1900s who became, in the 1920s, Arkansas’s head of the reorganized Ku Klux Klan (KKK). James A. Comer was born on September 18, 1866, in East St. Louis, Illinois, to John F. Comer and Hester Perry Comer. He graduated from what became Valparaiso University in Indiana. On June 1, 1893, he married Elma Coble of Delphi, Indiana, and the couple had two sons, James Omer Comer and Eben Darwin Comer. Edwin Eagle Dunaway was a lawyer and politician who was a rare unabashed champion of racial equality in the days of total segregation in Arkansas, before and after the historic desegregation crisis at Central High School in Little Rock (Pulaski County) in 1957–1959. He served in the Arkansas General Assembly for three terms before and during World War II, was elected prosecuting attorney twice, served more than a year as a justice of the Arkansas Supreme Court, and taught law at the University of Arkansas School of Law in Fayetteville (Washington County). He established important civil-liberties laws by taking unconstitutionally coercive acts passed by the Arkansas legislature to the U.S. Supreme Court, where they were nullified. Feild, William Hume “Rush” Sr.

William Hume “Rush” Feild Sr. was elected in the state’s first popular-vote election for circuit court. He was also a member of the Democratic Party and active in state politics. Rush Feild was born on July 10, 1796, in Brunswick, Virginia. (The origin of the nickname “Rush” is unknown.) He was the only son of James Feild and Henrietta Maria Anderson Feild. He studied law at Hampden-Sydney College and the College of William and Mary. By 1821, he was living in Pulaski, Tennessee. He married Mary Amanda Flournoy four months after her sixteenth birthday. Joe Thomas Ford, son of Arkansas’s longtime top school official Arch Ford, embarked on a political career as a young man but then devoted himself to his business, building it into one of the largest communications companies in the world. His political career comprised four terms—sixteen years—as a state senator from Pulaski County. His once tiny rural telephone company was growing rapidly and in 1982 he had to make a choice: to either quit politics or his business. Isaac Taylor Gillam was an important African-American leader in post–Civil War Little Rock (Pulaski County). His service on the Little Rock City Council, the Arkansas General Assembly, and as Pulaski County coroner typified the strong interest black freedmen took in politics and elections for decades after the Civil War. Isaac Gillam was born a slave in Hardin County, Tennessee. His birth date is unknown, but based upon surviving documents, he was probably born in 1839. Good Government Committee (Little Rock)

Little Rock (Pulaski County) business leaders formed the Good Government Committee in October 1956, which convinced the city’s voters to implement the city manager form of government in the November election. The Good Government Committee insisted the city manager system would make the municipal government more efficient and honest. Critics—mostly trade unionists and African Americans—charged that the Good Government Committee was simply a front for the Greater Little Rock Chamber of Commerce and argued that the city manager form of government would place municipal power firmly in the hands of the city’s economic elite. Hartman, Alexis Karl

Alexis Karl Hartman was the first elected Reconstruction mayor of Little Rock (Pulaski County), winning the office in January 1869 for an eleven-month term and again in November 1869 for a two-year term. Reflecting the contentious politics of the Reconstruction years, he is the only Little Rock mayor who was twice suspended from office by the city council. In 1871, he lost his bid for a third term. Frederick Kramer emigrated in 1848 from Prussia to the United States, settling in the 1850s in Little Rock (Pulaski County), where he became a wealthy businessman and a participant in the city’s civic life. He served two terms as an alderman (1869–1872) and four terms as mayor (1873–75, 1881–1887). Also, he was elected to Little Rock’s first school board in 1869 and served continuously on the board until 1894, most years as the board’s president. He also served five consecutive terms in the Arkansas House of Representatives, from 1967 to 1977. Lillian M. Dees McDermott was a social worker and community leader in Little Rock (Pulaski County). She made great strides to improve the juvenile courts, schools, and the field of social work. Referred to as the “dean of social workers in Arkansas,” she was the first person in Arkansas to become a certified professional social worker. Lillian Dees was born to Hardy Scott Dees, a farmer and businessman, and Mary Frances Pace Dees on October 4, 1877, near Little Rock. McHaney, Edgar Lafayette

Edgar McHaney contributed to legal proceedings that changed constitutional law in the United States. With co-counsel Scipio Africanus Jones, he appealed the convictions of twelve men convicted of murder after the 1919 Elaine Massacre. The case of six of the men, Moore v. Dempsey, was eventually heard by the U.S. Supreme Court, and a precedent-setting decision allowed federal courts to override state appellate courts if constitutional rights were denied. McHaney also served for a short time in the Arkansas House of Representatives before a long tenure on the Arkansas Supreme Court.
