Hot Springs ended its tenure as Arkansas’s state capital, which had begun on May 6, 1862, when Governor Henry Massie Rector moved his staff and the state records there to protect them from the Union troops marching on Little Rock (Pulaski County). The area that became Garland County was never occupied by Union troops, but almost the entire population fled to Texas and Louisiana.
