At the First Vatican Council, Bishop Edward Mary Fitzgerald of the Diocese of Little Rock cast one of only two votes against the dogma of papal infallibility. He later explained that, while he believed in the dogma, he felt that Catholic evangelization efforts would be hampered by so prominent a declaration.
