The Citizens Banking Exchange completed the requirements for a state bank charter and opened its doors as the Citizens Bank. Founder and manager of the former Exchange, Mary Smith Massey became president and cashier of the bank. Massey became an early Arkansas success story in the period from 1920 to 1930, when Arkansas women were just beginning to assume prominence in state and national life.
