Annabelle Davis Clinton Imber Tuck was born in Heber Springs (Cleburne County). Tuck was the first woman elected as a justice of the Arkansas Supreme Court. Previously, as a trial judge, she wrote the original order that reshaped the financing of public education in the state by declaring the state’s system of funding and operating its public schools unconstitutional. This set the stage for the case of Lake View School District No. 25 v. Huckabee, which resulted in sweeping reforms, including school consolidation and changes in tax structures.
