James P. Eagle was one of five candidates at the 1888 state Democratic Convention, winning the partys nomination on the 126th ballot. In the general election, he defeated opponent C. M. Norwood by only 15,000 votes, though he likely won by fraud. Regardless of Eagles close calls during his initial campaign, he was reelected two years later.
