Christopher Columbus Scott was appointed to the Arkansas Supreme Court after the resignation of Williamson Simpson Oldham Sr. in 1848. He was elected to the position in 1850 and reelected in 1858. He served on the Arkansas Supreme Court until his death in 1859, the longest tenure of any justice in the antebellum period. Christopher C. Scott was born in Scottsburg, Virginia, on April 22, 1807. He was the son of General John Baytop Scott, who was a prominent lawyer and Revolutionary War soldier, and Martha “Patsy” Thompson, an accomplished daughter of a wealthy planter. Ralph Downing Scott Sr. had a long career in law enforcement and served as director of the Arkansas State Police during most of Governor Winthrop Rockefeller’s administration. In this capacity, Scott enacted many reforms to the Arkansas State Police that improved the professionalism of the department. Ralph Scott was born in McCaskill (Hempstead County) on February 2, 1914, to Burton L. Scott and Grace Bonner Scott. He was the oldest of the couple’s three sons and graduated in 1931 from high school in Prescott (Nevada County). He received a BA in chemistry from Hendrix College in 1935. Shumaker was a naval ammunition depot established in 1944 in Ouachita and Calhoun counties. After the closure of the depot in 1957, the land was declared government surplus and auctioned. The residential area constructed for the staff of the depot and their families became part of East Camden (Ouachita County). The remainder of the depot is used for various business ventures, while much of the accompanying land has been abandoned to the elements. Early landowners in the area included Daniel Williams and Robert Delph. Williams received a land patent in the area in 1860, and Delph received one the following year. Southern Arkansas University Tech (SAU Tech) is a comprehensive two-year technical college located in Calhoun County, though its official address is in Camden (Ouachita County). The college was created by the Arkansas General Assembly as a technical trainer for the Highland Industrial Park, where the college is based. Today, SAU Tech provides technical training as well as transfer degrees as one of Arkansas’s two-year colleges. SAU Tech was founded as Southwest Technical Institute by Act 534 of the Arkansas General Assembly on April 5, 1967. The purpose of the institute was to provide a technically trained workforce for the Highland Industrial Park. Senator John L. St. John’s Episcopal Church, located in Camden (Ouachita County), was constructed in 1926. The building includes Gothic Revival details and is in the shape of a cross. Added to the National Register of Historic Places on January 24, 2017, the church continues to have an active congregation. The parish was organized on March 6, 1850. Early efforts to purchase a building in which to hold services proved difficult due to a lack of funds, but in 1871, the parish obtained a former school on Adams Street. By 1887, that building was in such poor condition that it was demolished, and a new building began to be constructed on the same site in 1888. Around the late 1910s, the parish purchased …

Stephens is an important city in the oil-producing region of southern Arkansas, home to four oil fields that are still producing in the twenty-first century. It is also noteworthy for a number of “firsts” in state and local history, such as having the first and only bank in the nation organized with a GI loan from the federal government. Post Reconstruction through the Gilded Age Stephens is laid out on one of the oldest tracts of settled land in Ouachita County.
