Stephen L. Samuels, a Paragould (Greene County) native, was a lawyer at the United States Department of Justice for thirty-one years, developing a national reputation for expertise in environmental law, particularly the Clean Water Act of 1972. He served as the assistant chief of the Environmental Defense Section and oversaw some of the department’s most complex and contentious cases. In the wake of U.S. Supreme Court rulings that resulted in widespread confusion, he helped develop the Justice Department’s legal strategy for defending the Clean Water Act in nearly eighty lawsuits nationwide in state and federal courts. The Sloan site is located on an ice age sand dune in the lowlands of Greene County. People of the Dalton culture buried their dead in ceremonial fashion here about 10,500 years ago. Dalton people were mobile foragers who made and used a distinctive suite of stone tools. These tools have been found at sites across the mid-continental United States. Their material culture that has survived consists primarily of tools made from chert—a highly resistant silica-rich stone that is abundant in the Ozark Mountains, west of the Sloan Site—and in the gravel deposits of Crowley’s Ridge, just east of the Sloan Site. St. Mary’s Catholic Church in Paragould (Greene County) is a brick-and-steel structure designed by renowned architect Charles Eames and his architectural partner Robert Walsh in 1935. Charles Eames was born and raised in St. Louis, Missouri, where he attended Washington University before opening an architecture firm with Charles Grey and Walter E. Pauley. After a solo trip to Mexico in 1933, Eames started a new firm with Robert Walsh in 1934. During the next few years, Eames and Walsh worked on several projects in and around St. Louis, as well as two Catholic churches in eastern Arkansas: one in what is now Helena-West Helena (Phillips County) and one in Paragould.
