The cornerstone was dedicated for the Mosaic Templars building that was being erected on property at Broadway and 9th Streets in Little Rock (Pulaski County). The site, purchased in 1911 by the African-American fraternal organization, was in a thriving black business and social district. The four-story building, designed by a local civil engineer and architect who had designed a number of other prominent structures in and near Little Rock, was designated as the national headquarters of the National Grand Temple of the Mosaic Templars of America, which had been founded in 1882.
