Elisha Baxter and Joseph Brooks, who were engaged in an armed conflict over the actual outcome of the contested election for governor, and whose court decision had been referred to the U.S. attorney general, almost ended their conflict by first agreeing that the matter could be settled by a special session of the state legislature. The solution fell apart when Baxter noted that he had already called the legislature into session and Brooks declared that he would not abide by any decision of the legislature.
