George Washington Hays was inaugurated Arkansas’s twenty-fourth governor. Though not as concerned with progressive politics as some of his forerunners, Hays did oversee a number of progressive measures, including the Alexander Road Improvement Act, which was a “blue sky law” to protect investors from fraud, as well as laws restricting the working day for women to nine hours and granting them the right to enter into contracts and own property.
