Leslie Biffle was born in Boydsville (Clay County). He moved to Washington DC in 1909 to serve as secretary for U.S. Representative Robert Bruce Macon and then later served U.S. Senator James Paul Clarke. He eventually rose to become the majority secretary for the Democratic senators and, in 1935, was unanimously elected secretary for the U.S. Senate.
