In 1917, the U.S. Congress passed a joint resolution to ban the manufacture, sale, or transportation of alcohol, which led to the passage of the eighteenth amendment to the U.S. Constitution. The twelfth state to ratify national Prohibition, Arkansas had already made alcohol illegal due to the passage of the “bone dry” Newberry Law in 1916, four years before national prohibition became effective.
