The present Great Seal of the State of Arkansas is derived from the seal designed by Samuel Roane when Arkansas was a territory in 1820. The first modification came when the word “State” replaced “Territory” on the seal in 1836. There have been several modifications over the years, with the last being made in 1907 when the Latin motto was changed from “Regnant Populi” to “Regnat Populus.” The use of the great seal is the sole prerogative of the governor.
