Arkansas Division of Higher Education

The Arkansas Division of Higher Education is responsible for the regulation of the state’s public two-year and four-year institutions of higher education. The first attempt to regulate higher education in the state came through the establishment of the Arkansas Committee on Higher Education in 1949, which consisted primarily of state legislators and the leaders of institutions of higher education. The commission’s report to the Arkansas General Assembly in 1951 recommended the creation of a control board to coordinate efforts regulating higher education. Prior to this, state institutions were fairly autonomous, and the legislature exercised oversight primarily through appropriations, which led to institutions competing with each other for state money. The former Arkansas Department of Information Systems (ADIS) provided information technology solutions for the state government of Arkansas, maintaining the government’s telecommunication services and ensures connectivity and security among the various state agencies. The Transformation and Efficiencies Act of 2019 (Act 910) merged the Office of Transformation with the former ADIS to create the Department of Transformation and Shared Services as a cabinet-level department in state government, which includes the Division of Information Systems (DIS). The forerunner of ADIS was the Arkansas Department of Computer Services (ADCS), created by Act 884 of 1977, which abolished the Administrative Services Division of the Arkansas Department of Finance and Administration and transferred its duties and responsibilities to the newly created ADCS. Arkansas Division of Rural Services

What became the Arkansas Division of Rural Services under Act 910 of 2019 was created “to serve as a single point of contact for all organizations and individuals with a desire to enhance the quality of life” for the state’s rural citizens.” To that end, the agency provides grants to facilitate improvements in rural communities, funds research on solutions to problems faced by such communities, and conducts information sharing through a variety of regional forums and the annual Arkansas Rural Development Conference. The Arkansas Division of Workforce Services (ADWS) is the state agency responsible for providing job-related services to unemployed state residents, such as coordinating training and educational opportunities, processing unemployment insurance claims, and connecting job seekers with employment opportunities in the state. ADWS began life as the Arkansas Employment Security Division of the Arkansas Department of Labor (ADL). This division was created by Act 391 of 1941, in the wake of New Deal legislation such as the Social Security Act of 1935 and the Federal Unemployment Tax Act of 1939, which created a national system of unemployment benefits and encouraged states to do likewise. Arkansas Ethics Commission

The Arkansas Ethics Commission is the appointed body that oversees the implementation and application of Arkansas’s governmental ethics laws. It was created by an initiated act in 1990, and its authority has been altered since that time by a series of laws and constitutional amendments. During the legislative sessions of the 1980s, including a particularly rancorous 1988 special session, Bill Clinton’s gubernatorial administration put forward bills requiring lobbyists to register, disclose interactions with elected officials, and limit the size of their gifts. These efforts to bring Arkansas’s ethics laws into the national mainstream were continually thwarted by an Arkansas General Assembly accustomed to a political culture in which cozy relationships between lobbyists and decision-makers had existed for years. Arkansas Fair Housing Commission

The Arkansas Fair Housing Commission was created by Act 1785 of 2001 (as amended in 2003) of the Arkansas General Assembly to provide statewide enforcement of fair housing and fair lending laws. The Arkansas Fair Housing Commission is an enforcement agency that constitutes Arkansas’s sole civil rights regulatory authority. The commission is headed by an executive director and thirteen commissioners who are appointed statewide. The commission regulates unfair practices in real estate–related transactions based on disability, familial status (presence of children under eighteen and pregnant women), religion, sex, race, color, and national origin. Arkansas Forestry Commission

The Arkansas Forestry Commission (AFC) was established by Act 234 of 1931 and amended by Act 48 of 1939. Its initial responsibilities included fire control, education in fire safety, and forest management. Its activities have expanded to include oversight of rural and volunteer fire departments, disaster response, assistance with private land management, tree seedling nurseries and genetics, educational programs for the Arkansas public schools, urban forestry, and participation in events such as Arbor Day and Earth Day throughout the state. As of 2011, the Arkansas Forestry Commission has nine district offices statewide and smaller offices in almost every county in Arkansas. Arkansas Game and Fish Commission

The Arkansas Game and Fish Commission (AGFC) manages wildlife and natural habitat and sets hunting, fishing, and trapping regulations. It works with public, private, local, state, and federal groups to enhance conservation efforts and educate the public about the importance of healthy wildlife populations and their habitats. AGFC also publishes the bimonthly Arkansas Wildlife magazine, which began as Arkansas Game and Fish in 1967 but changed its name in 1992. The AGFC is overseen by a board of seven governor-appointed commissioners who serve seven-year terms. Arkansas Game and Fish Commission State Fish Hatcheries

The Arkansas Game and Fish Commission State Fish Hatcheries were built between 1928 and 1940 for spawning and culturing game fish to manage fish populations in natural lakes, rivers, and streams and for stocking lakes built by the U.S. Army Corps of Engineers and the Arkansas Game and Fish Commission. A surge of lake construction began in 1944 with the Corps’ Norfork Lake project in Baxter County, followed by the Game and Fish Commission’s 6,700-acre Lake Conway in Faulkner County. More than thirty Game and Fish Commission lakes were constructed in the next forty years. The Arkansas General Assembly is the legislative body governing the state of Arkansas. Since statehood in 1836, Arkansas has been governed by five constitutional charters. Under each charter, the composition and powers of the Arkansas General Assembly has changed. Since the adoption of the 1874 constitution, the most recent one, multiple amendments have altered the body’s operations as well. According to the 1836 constitution, members of the state House of Representatives had to be at least twenty-five years of age, and members of the state Senate had to be thirty. The Arkansas Geological Survey (AGS), formerly the Arkansas Geological Commission (AGC), is a division of the Arkansas Department of Energy and Environment (ADEE) charged with the investigation of the geology, geologic processes, and geologic resources of the state. It is further charged to encourage the effective management and utilization of the various mineral, fossil-fuel, and water resources with proper consideration of the potential environmental impacts of that activity. The Geological Survey of Arkansas was first established in 1857 with engagement of David Dale Owen as state geologist. He was funded for three years and was only able to publish part of his findings. Arkansas Highway Commission

In the early part of the twentieth century, Arkansas’s roads were not designed for the arrival of the automobile. The state’s roads were rough and dusty in dry weather, and were impassable during the rainy season. There was no statewide authority to plan or direct road construction in Arkansas, so road construction was handled at the local level, with county courts in charge of road planning and construction. Most roads were built to serve specific neighborhoods or even individuals, and a connected statewide system of roads was far from a reality. These issues came to a head in 1913 in the Thirty-ninth Arkansas General Assembly, which created the State Highway Commission by Act 302 in response to these transportation issues. …

The Arkansas Endowment for the Humanities, known since its early days as the Arkansas Humanities Council (AHC), was formed in 1974 for the purpose of supporting and promoting the humanities in the state. The AHC and humanities councils for fifty-five other states and territories were established by Congress and operate under the guidelines of the National Endowment for the Humanities (NEH), an independent agency of the United States government. While state councils were formed under NEH legislation, they are separate, independent entities. The AHC is a non-profit organization incorporated in the state of Arkansas. Arkansas Insurance Department (AID)

The purpose of the Arkansas Insurance Department (AID) is to protect the public interest by the equitable enforcement of the state’s laws and regulations affecting the insurance industry. In addition, the AID seeks to deter and prosecute fraud. The work of the AID was formerly placed by law in the office of the Auditor of the State. The “Insurance Bureau” (as it was originally known) was established in the auditor’s office by Act 106 of 1873, the auditor being charged by the same act (approved on April 25, 1873) with the execution of the laws of the state relating to insurance. Arkansas Legislative Audit (ALA) examines the books and records of state agencies and political subdivisions to report on their financial condition and compliance with law. Established in 1953 by the Arkansas General Assembly, ALA is an agency located within the legislative branch of Arkansas state government, reporting to the forty-four-member Legislative Joint Auditing Committee (LJAC), a legislative committee composed of both senators and state representatives. Originally, ALA was created to audit state agencies and institutions. In 1969, overriding Governor Winthrop Rockefeller’s veto, the legislature enacted a law transferring authority to audit counties, municipalities, and school districts from the executive branch to ALA. The ALC wields considerable power between legislative sessions, and seats on the council remain highly sought after. Accusations have sometimes been made that the council has taken too much power and that it is violating its charter. Act 192 of 1947 created the Arkansas Legislative Council committee to collect data for the legislature to use during the regular biennial session of the General Assembly; modifications to the council were implemented the following session with Act 264 of 1949. Arkansas Loan and Thrift

Arkansas Loan and Thrift Corporation (AL&T) was a hybrid bank that operated for three years outside state banking laws with the help of political connections in the 1960s before coming to a scandalous end. A U.S. district judge halted the operations and placed the company in receivership in March 1968, and a federal grand jury indicted three officers of the company, as well as a former Arkansas attorney general. AL&T became a symbol of the corruption and lethargy that were the products of Governor Orval Faubus’s twelve-year control of the statehouse and, in the opinion of Governor Winthrop Rockefeller, the Democratic Party’s unfettered reign in government since Reconstruction. The Arkansas Martin Luther King Jr. Commission was created by Act 1216 of 1993. It is an offshoot of the Martin Luther King Federal Holiday Commission and was established under Governor Bill Clinton by an executive order to promote the legacy of Dr. Martin Luther King Jr. The purpose of the commission is to promote racial harmony, understanding, community service, respect, and goodwill among citizens, and an awareness and appreciation of the civil rights movement; to advocate the principles and the legacy of Dr. King; and to develop, coordinate, and advise the governor and Arkansas General Assembly of ceremonies and activities throughout the state relating to the observance of Dr. King’s holiday. The Arkansas Natural and Cultural Resources Council (ANCRC) was created by the Arkansas General Assembly in 1987 to manage and supervise a grants-and-trust fund for the acquisition, management, and stewardship of state-owned properties. ANCRC focuses upon projects that protect and maintain state-owned buildings, historic sites, natural areas, and outdoor recreation areas. The grants are funded through the state’s real estate transfer tax. Two increases were enacted in the real estate transfer tax to fund the grants—the original increase authorized by Act 729 of 1987 from $1.10 to $2.20 for each $1,000 of the purchase price, and an additional increase authorized by Act 1181 of 1993 to $3.30 for each $1,000 of the purchase price. The Arkansas Natural Heritage Commission (ANHC) works to conserve the state’s natural diversity and is charged with the responsibilities of 1) establishing and protecting the Arkansas System of Natural Areas; 2) collecting and maintaining information on the rare plant, animal, and high-quality natural communities of Arkansas; and 3) providing data and information regarding the natural diversity of Arkansas. Original legislation in Acts 297 of 1971 and 112 of 1973 spurred the creation of the ANHC. In 1971, Act 297 charged the Arkansas Planning Commission with establishing a system for the preservation of natural areas and with providing for the inventory, acquisition, and protection of such areas. Arkansas Negro Democratic Association (ANDA)

The Arkansas Negro Democratic Association (ANDA) was founded in 1928 by Little Rock (Pulaski County) physician John Marshall Robinson, who served as president until 1952, and a number of other prominent black professionals. Between 1928 and 1952, ANDA was the leading voice of black Arkansas Democrats in the state. Although ANDA tackled a number of issues concerned with racial discrimination, its principal focus was on winning the right for black citizens to participate in the activities of the Arkansas Democratic Party, especially its primary elections. In Arkansas, the payment of a one-dollar poll tax qualified a person to vote, irrespective of race. But exclusion from state Democratic Party primary elections significantly disfranchised black voters since that party dominated state politics. …

Arkansas Peace Society

The Arkansas Peace Society was a loose affiliation of local anti-Confederate groups that formed in response to Arkansas’s secession from the Union. These groups operated like secret societies in several north Arkansas counties until late in 1861, when local militias and the Confederate government of the state began carrying out large-scale arrests of perceived traitors in the region. The Arkansas Peace Society was quickly broken up, though north Arkansas contributed approximately ninety percent of soldiers from the state who fought for the Union, while jayhawkers and bushwhackers also roamed the area with some intensity. The 1976 proposal known as the “Arkansas Plan” represented an important innovation in the relationship between the state and its localities, and its defeat became one of the greatest policy failures for Governor David Pryor. At its core, the plan would have greatly expanded local control over important public policies as well as taxing authority, shifting such decision making from the state level. When the plan was introduced in October 1976, Pryor was in the midst of an easy reelection campaign. The Arkansas Power and Light Company (AP&L) was the primary electrical utility company for much of Arkansas from 1913 to 1989. It was the predecessor to Entergy Corporation, the electrical company now serving much of the state in the twenty-first century. The company was founded in 1913 as the Arkansas Power Company by Harvey Crowley Couch, a native of Columbia County and a successful railroad and telephone utility entrepreneur. In 1914, Couch bought the power plants at Arkadelphia (Clark County) and Malvern (Hot Spring County) and then built a twenty-two-mile electrical transmission line running between them. The Arkansas prison blood scandal resulted from the state’s selling plasma extracted from prisoners at the Cummins Unit of the Arkansas Department of Correction (ADC). Corruption among the administrators of the prison blood program and poor supervision resulted in disease-tainted blood, often carrying hepatitis or HIV, knowingly being shipped to blood brokers, who in turn shipped it to Canada, Europe, and Asia. Momentum for a state-sponsored bank began during the territorial phase when planters and other lowland agricultural interests sought ways to enhance the availability of capital. The bank’s charter required the state to issue $2 million in five-percent bonds, the proceeds from which would serve as the bank’s capital. The Arkansas Scholarship Lottery is a system of games of chance, implemented to generate revenue to fund the state’s Academic Challenge Scholarship program for qualified high school graduates. The Arkansas Scholarship Lottery was made possible by the 2008 passage of Proposed Constitutional Amendment No. 3, which amended the state constitution to make a statewide lottery program legal. By fall 2016, more than 200,000 students had received an Academic Challenge Scholarship to attend a two-year or four-year institution of higher education in the state of Arkansas. The Arkansas Soybean Promotion Board was established to support this important industry in the state. The Arkansas State Bank (1836–1843) was one of two banks created by the newly formed Arkansas state legislature. It provided some funding for commercial projects, though most of its funds facilitated land sales. Its greatest legacy, however, was saddling the new state government with a burdensome debt and instigating several accounts of political corruption. In the end, the bank’s failure jeopardized both public and private banking in Arkansas due to the public outcry against its operation. The Arkansas State Bank Department (ASBD) is an executive branch state agency that was created by Act 113 of 1913, and it is responsible for the regulation and supervision of Arkansas’s state-chartered banks as well as bank holding companies of its state-chartered banks, state-chartered trust companies, industrial loan institutions, regional and county industrial development corporations, and regulated economic development enterprises. Generally, Arkansas is bordered on the north by Missouri; on the east by Tennessee and Mississippi; on the south by Louisiana; and on the west by Texas and Oklahoma, but that is not entirely correct. There are a few staples of local history and folklore in the state of Arkansas repeated widely throughout numerous different communities. One such oft-repeated phrase is “Hernando de Soto went through here,” which many communities were able to claim more authoritatively before more modern and scientific reconstructions of the route of the de Soto expedition narrowed down the possibilities. Other stories deal with the location of Indian mounds or villages in the area before white settlement, or the presence of noted outlaw Jesse James, or a visit from Civil War guerrilla William Quantrill. The Arkansas State Library (ASL) in Little Rock (Pulaski County) is the state agency charged with the task of administering state and federal funds for Arkansas libraries and their development. The library also offers library services to the public and provides administration and leadership to improve public libraries and library services. The director of the agency has the title of state librarian. The Arkansas State Library was founded by the Arkansas Library Commission. This commission was established by the Arkansas General Assembly in 1935 through Act 139. However, state funds for operation were not provided until 1937. The Arkansas state quarter was the twenty-fifth of fifty state quarters to be issued by the U.S. Mint under its 50 State Quarters® Program. The U.S. Department of the Treasury announced the program in 1997 in order to honor each of the fifty states. Five commemorative state quarters were issued each year for a period of ten years in chronological order according to when each state was admitted to the Union. Arkansas tartans, symbolic of the state, are unique cloth patterns using the traditional Scottish plaid. The colors signify the state, its settlers, and its resources. Originating in the Scottish highlands, tartans represent clans or communities. Traditionally, men in Scotland wear plaid wool kilts. Military regiments also wear kilts, and tartans are used in nontraditional decorations. The earliest known tartan was made circa AD 300 and was apparently woven by combining dark and light un-dyed wool. Material could be dyed using berries, roots, bark, or even lichen. The organic materials varied by locality, so colors could represent a specific area. After the rebellion of the Jacobite clans in 1745, the British Parliament banned the wearing of tartans in Scotland. The ban, …

In 1917, the Arkansas General Assembly designated “Arkansas,” a patriotic anthem composed by Eva Ware Barnett, as the state’s first official song. It remained as such until the late 1940s, when a copyright dispute led to the state’s adoption of “The Arkansas Traveler” as the state’s musical symbol. In 1963, the dispute was settled amicably, and “Arkansas” resumed its former place as the state song—a title it would hold until the late 1980s. “Arkansas” was not, however, without its challengers during this second tenure. The Arkansas Waterways Commission was established by Act 242 of 1967, and its powers and duties were amended by Act 414 of 1973. It became a division of the Arkansas Department of Commerce in 2019. The mission of the Arkansas Waterways Commission is to develop, promote, and protect the commercially navigable waterways of Arkansas for waterborne transportation and to promote economic development to benefit the people of Arkansas. The navigable waterways in Arkansas include the Arkansas, Mississippi, White, Red, and Ouachita rivers. The Arkansas Workers’ Compensation Commission is a quasi-judicial agency of the executive branch of Arkansas government, charged with the responsibility of administering the Arkansas Workers’ Compensation Law. Amendment No. 26 of the Arkansas Constitution, which was adopted by the people of the state in the general election held on November 8, 1938, created and gave constitutional authority for the organization and operation of the commission. Arkansas Writers Project

The Federal Writers’ Project (FWP) served as a cultural anchor for Arkansas during the years of the Great Depression by providing work for unemployed and underemployed writers, who observed, recorded, and described the contemporary cultural conditions in their work. These texts serve to this day as the most complete and comprehensive documentation of Arkansas history and culture available from the viewpoint of Arkansans. The FWP was initiated in July 1935 as a component of President Franklin D. Roosevelt’s Works Progress Administration (WPA) program. The intention of the FWP was to provide employment to out-of-work writers affected by the Depression. ARKids First

ARKids First is a state-run health insurance program for needy children. The program, which is an expansion of Medicaid, provides health insurance coverage for children whose parents’ income was too much to allow them to qualify for Medicaid but who still had significant needs. Since its creation, the program has proven popular and successful. The program had its genesis in an early 1996 state study of Medicaid costs with an eye toward reducing spending. Task force member Amy Rossi, who was director of Arkansas Advocates for Children and Families, proposed to Governor Mike Huckabee that the state increase Medicaid spending to allow children whose parents’ incomes were too high to qualify but too low to afford private insurance to visit …

Armstrong was born in Arkansas but had a long and distinguished career in Kentucky law and politics, serving as the commonwealth’s attorney general, mayor of Louisville, and chairman of the Kentucky Public Service Commission. A nationally known prosecuting attorney, he also was part of a delegation of prosecutors that visited the Soviet Union and served as a delegate to a United Nations mission in Austria. Bob “Sody” Arnold was a longtime Arkansas state legislator, representing Clark County in the Arkansas General Assembly for almost two decades, a longer tenure than any other Clark County representative. Robert Clark (Bob or “Sody”) Arnold was born on October 6, 1943, in Camden (Ouachita County) to R. Myron Arnold and Glena Deaton Arnold. Arnold grew up in Arkadelphia (Clark County), where he was active in sports, especially in baseball and football. Chester Ashley was prominent in territorial and antebellum Arkansas. He was involved in the dispute over ownership of the site of Little Rock (Pulaski County), the Bowie land claims, and the ill-fated State and Real Estate Banks, as well as being the pre-eminent appellate attorney of the period. He was a member of the powerful Conway-Sevier-Johnson political faction, which controlled state politics until the Civil War. In addition, he was the third Arkansan elected to the U.S. Senate and was probably the wealthiest Arkansan for much of his life because of his land holdings.
