Arkansas Rice Festival

The Arkansas Rice Festival, held during the second weekend of October in Weiner (Poinsett County), was founded to promote the consumption of Arkansas rice and to celebrate Arkansas’s status as the number-one rice-producing state in the nation. It coincides with National Rice Promotion Month and the final days of the rice harvest in Arkansas. In 1976, a rice-tasting and rice-farming history exhibit was organized as part of the state’s contribution to the country’s bicentennial commemoration. The success of the event inspired a group of local citizens to plan a two-day festival. The Arkansas Rice Festival Board was formed in 1977 and officially incorporated as a nonprofit organization. Arkansas River and Prairie Grove, Skirmishes at

Two related skirmishes that took place in northwestern Arkansas, these events were part of Confederate efforts to disrupt Union occupation activities. While ultimately inconsequential, these actions frustrated Federal commanders and led to more active campaigning in the state in an effort to stop Confederate forces. On the night of April 6, at least 500 Confederates crossed the Arkansas River near Fort Smith (Sebastian County). Colonel William Judson of the Union District of the Frontier claimed that they were Missourians working to disrupt agricultural efforts in the state. Arkansas River near Little Rock, Expedition on the

At least one regiment of United States Colored Troops (USCT) conducted an expedition to attack Confederate guerrillas who were raiding east of Little Rock (Pulaski County) in early February 1865. After receiving reports of guerrilla activity east of Little Rock, Union officials dispatched Lieutenant Colonel John G. Gustafson and the 112th United States Colored Troops to seek them out. They headed down the Arkansas River on the evening of February 8 aboard the steamboat Davenport. The soldiers landed on the north side of the river about ten miles below Little Rock. The bushwhackers, though, had fallen back down the river at 9:00 p.m. on February 8, “without molesting our outposts and doing no damage, except to rob a few families …

The Scout on the Arkansas River near Pine Bluff (Jefferson County) was undertaken to determine the location and intentions of Confederate troops in the vicinity of the Union base at Pine Bluff. Rumors were swirling among Union leaders as Major General Sterling Price gathered Confederate forces in Arkansas in late August 1864 to begin a raid into Missouri. Brigadier General Eugene A. Carr contacted Colonel Powell Clayton, who was commanding Union troops in Pine Bluff, on August 26, warning him to protect telegraph lines in his area and to be aware of any Confederate movements on the north side of the Arkansas River that could endanger Federal foraging operations. Major General Frederick Steele on the same day asked Clayton if …

  While northwestern Arkansas was tentatively under Union control by early 1863, many Confederate partisan units still maintained a noticeable presence in the area. Large-scale campaigning in the region had evolved into regular scouting and reconnaissance missions, which many times developed into brutal small-scale skirmishes. On February 5, 1863, a force under the command of Lieutenant Colonel James Stuart consisting of 100 troopers from his own Tenth Illinois Cavalry and an additional 125 men from the First Arkansas Cavalry moved out of Fayetteville (Washington County) on a scouting expedition south to the Arkansas River. When the force reached the river (probably on February 7), approximately four miles below the mouth of Frog Bayou, it received intelligence revealing that a small Confederate force was …

Arkansas Scottish Festival

The Arkansas Scottish Festival is held every April on the campus of Lyon College in Batesville (Independence County). It began as the Ozark Scottish Festival in 1981 at what was then known as Arkansas College. The festival has grown significantly and evolved over the years but remains emblematic of the college and its Presbyterian roots. The Arkansas Scottish Festival is now known as one of the premier Scottish festivals in the southern United States. Established by Dr. Ralph Graham during his tenure as vice president of institutional advancement, the festival was initially held on the athletic field in conjunction with homecoming but was later moved to April. Over time, it attracted more and more participants from all over the country. …

The Arkansas Senior America Pageant is Arkansas’s preliminary for the Ms. Senior America Pageant, which is held annually in Atlantic City, New Jersey. The Ms. Senior America Pageant was created in 1972 to spotlight women who have reached what organizers call the “Age of Elegance,” exemplifying the dignity and value of all senior Americans. The Arkansas pageant, generally held in June, has been produced since 1988. Until 2018, it was presented annually at the Alma Performing Arts Center in Alma (Crawford County). In 2019, the pageant moved to its new home in Hot Springs Village (Garland and Saline counties), where it attracted a sold-out audience of several hundred people in its first presentation. The Arkansas Shakespeare Theatre (AST) in Conway (Faulkner County) is Arkansas’s only professional Shakespeare theater company and is based at the College of Fine Arts and Communication at the University of Central Arkansas (UCA). Its mission is to enrich the community of central Arkansas through creating professional productions of William Shakespeare’s works and making them accessible to people of all ages and backgrounds. The AST was founded on December 1, 2006. The main catalyst behind the creation of the theater was Rollin Potter, who became dean of Fine Arts at UCA in 2004 and had previously served as professor of music and founding director of the School of the Arts at California State University at Sacramento. Arkansas State Capitol, Desegregation of the

In 1964, Ozell Sutton, an African-American man, sought to exercise his right to eat at the Arkansas State Capitol cafeteria. Initially turned away, he later successfully sued in the courts for service without discrimination. The state’s attempt to privatize the cafeteria and thereby avoid desegregation was ruled unlawful. Nonviolent direct action demonstrations by students and a petition from local white clergy helped to speed the case through the courts. On July 15, 1964, Sutton attempted to eat a meal in the Arkansas State Capitol cafeteria in the basement of the building. The Civil Rights Act of 1964, which required the desegregation of public accommodations, had become national law just two weeks earlier. However, Sutton was refused service. The Arkansas State Fair and Livestock Show (usually just called the Arkansas State Fair) is an annual event sponsored by the Arkansas Livestock Show Association and held in Little Rock (Pulaski County). The fair features a midway/carnival, music concerts, a rodeo, commercial exhibits and displays, free shows (from exotic animals to acrobats and magicians), arts and crafts competitions and exhibits, food competitions and demonstrations, and various livestock competitions. It runs for ten days, usually in October, starting on a Friday and running through two weekends, ending on a Sunday night. Arkansas Territorial Centennial

In observance of the centennial anniversary of the creation of the Arkansas Territory, Governor Charles Hillman Brough endorsed a statewide commemoration planning effort in June 1919. The commemoration plans involved all seventy-five Arkansas counties, an extensive network of committees, hundreds of planners and fundraisers, and elaborate plans for the main centennial observance, scheduled to be held in Little Rock (Pulaski County) in November 1919. The observance failed to materialize, however, against a backdrop of concerns over a Spanish influenza recurrence and fundraising shortfalls. The idea for a Territorial Centennial originated with Harvey C. Couch, president of Arkansas Power and Light Company (AP&L), who suggested a statewide celebration held in conjunction with the centennial of the Arkansas Gazette. In March 1919, …

Prior to the Civil War, most lynchings in Arkansas and across the nation (particularly on the frontier) took the form of vigilante justice, usually to punish white criminals or Southern abolitionists. Although there are newspaper reports of the lynching of four slaves in Saline County, Missouri, in 1859 and reports of a group of slaves accused of fomenting rebellion in North Texas in 1860, slaves were the legal property of their owners. The murder of a slave by someone other than his or her master resulted in a loss of property, which the master presumably wanted to avoid. However, there were instances in which the white community insisted on executing miscreant slaves rather than preserving the owner’s property. There was at least …

Two unrelated African-American men named George Jackson and Sam Jackson were lynched seven years apart (in 1877 and 1884, respectively) in Ashley County for allegedly murdering a white thirteen-year-old girl, Corinne (sometimes given as Corine or Corina) Haynes, in 1877. Little is known of either the young murder victim or her alleged killers. There were two African Americans named George Jackson in Ashley County in 1870. One was an eighteen-year-old domestic servant living in Union Township. This would have made him twenty-five rather than the reported eighteen when the original crime was committed. The other was ten-year-old George Jackson, who was living with his parents Jessy and Marry Jackson and working on a farm. His age would be right, but …

The Action at Ashley’s Station was Confederate Brigadier General Joseph O. Shelby’s attack on Union hay-cutting operations west of DeValls Bluff (Prairie County) and the final action of a summer of Confederate raiding against Union targets in northeast Arkansas. In the summer of 1864, DeValls Bluff was a major depot for Federal cavalry stationed along the White River. Union authorities contracted with civilian hay cutters to operate in the Grand Prairie west of the White River stronghold and supply fodder for its thousands of horses and mules. On August 20, 1864, Shelby set out from camps around Searcy (White County) with 2,000 to 2,500 men to strike the railroad from Memphis, Tennessee, to Little Rock (Pulaski County), believing he would …

Atkins Race War of 1897

What most newspapers described as the “Atkins Race War” occurred in Lee Township of Pope County in late May and early June 1897. In what appears to have been an unprovoked incident, a group of African Americans attacked two white men, Jesse Nickels and J. R. Hodges, just south of Atkins (Pope County) on May 30. In subsequent encounters, several residents of Lee Township, both white and black, were killed and wounded. Despite the fact that the events in Pope County attracted national attention, the extant newspaper records provide little information regarding the motivations of those who perpetrated the violence. This area of the county, located in rich farmland along the Arkansas River, was populated mostly by farmers. Atkins, which …

Atkins, Jerry (Lynching of)

Jerry Atkins, a black man, was murdered in Union County on November 21, 1865, for having allegedly murdered two school-age children. The lynching was notable for the viciousness it exhibited, a brutality that foreshadowed later lynchings in the state and nation, as well as the fact that it was witnessed by federal troops still occupying the state following the Civil War. Little information exists regarding the lynching. According to an account of the event in the Goodspeed history of the area, Atkins waylaid and murdered two siblings on their way to school on November 7, 1865. The two children were Sarah K. Atkinson, Wash (Lynching of)

On December 6, 1877, an African-American man named Wash Atkinson was hanged by a mob in Arkadelphia (Clark County) for allegedly attacking a white man named H. G. Ridgeway. Ridgeway was probably carpenter H. G. Ridgeway, who at the time of the 1880 census was a fifty-three-year-old widower living in Arkadelphia. On December 1, 1877, Arkadelphia’s Southern Standard published an account of the original crime. According to this report, Ridgeway, acting as “night policeman,” had been patrolling the western part of the city on Saturday, November 24. During that time, he attempted to arrest two African Americans, Wash Atkinson and Ike Smith, for disorderly conduct. While Ridgeway was holding Smith by the arm, Atkinson dropped behind them and hit Ridgeway …

Augusta Expedition (December 7–8, 1864)

Fearing that several Confederate guerrillas and partisan bands were operating in northeastern Arkansas, Brigadier General Christopher Columbus Andrews dispatched 100 men under Captain Joseph H. Swan to Augusta (Woodruff County) to capture enemy groups believed to be there. The expedition resulted in no combat, but intelligence was gathered regarding the movement of Confederates and the deprived condition of the civilian population. For Union troops stationed in northeastern Arkansas, constant rumors of the movement of guerrilla and partisan units kept Union troops busy. During November and early December 1864, Andrews, commanding the Second Division, Seventh Army Corps at DeValls Bluff (Prairie County), had received reports on the movements of small enemy units under the command of Howell A. “Doc” Rayburn and …

Augusta Expedition (January 4–27, 1865)

In an effort to continue to conduct expeditions into northeastern Arkansas to disrupt Confederate and guerrilla activities, Union colonel Washington F. Geiger was dispatched with 1,050 men to occupy Augusta (Woodruff County) on January 4, 1865. Wet and cold conditions made travel difficult. Nonetheless, Geiger occupied the town from January 11 to January 24, 1865. Holding it for thirteen days, Geiger returned to Brownsville (Lonoke County); he had not engaged the enemy, but he captured seven prisoners and gained supplies from the region. The fatiguing task of occupation duty often meant moving troops to demonstrate projection of force capabilities, gathering intelligence, and/or acquiring supplies. Attempting to locate and destroy Confederate brigadier general Joseph Shelby somewhere in the Little Red River valley, Union forces under Colonel Washington F. Geiger engaged in a small skirmish in the town of Augusta (Woodruff County) on August 10, 1864. The small Confederate force fled the city. The presence of Brig. Gen. Shelby’s command in northeastern Arkansas plagued Union forces there. After two failed expeditions to destroy Shelby, Union major general Frederick Steele outfitted Brigadier General Joseph R. West in August 1864 with 3,094 men to locate and destroy Shelby, who was believed to be in the Little Red River valley. Brig. Gen. West divided his command into two provisional brigades. Avery, Andrew (Lynching of)

On July 30, 1917, an African-American man named Andrew Avery was lynched for allegedly attacking a levee contractor named Will Woods (also referred to as W. J. Woods and William Wood) several days earlier. Although a headline in the Arkansas Gazette indicates that Avery was lynched in Garland City (Miller County), information in the article itself seems to indicate that Avery was captured by Deputy Sheriff Walter Oden at Sheppard (in neighboring Hempstead County) and a mob intercepted them on their way to the Hempstead County jail. Another article in the Pine Bluff Daily Graphic, however, omits any mention of Sheppard or Hempstead County and reports that Oden was taking Avery to the jail in Texarkana (Miller County) when he …
