John O’Donnell, a Roman Catholic priest, served as pastor in various parishes across Arkansas in a career that spanned over sixty years. During that time, he also became known for his work on social justice and civil rights, sometimes being labeled a renegade. Unafraid to speak his mind, he stood up for his beliefs even when it made him unpopular. In a 2015 Arkansas Catholic article, he said, “My viewpoint was that we ought to be at the forefront of peace and racial justice and common sense and respect….We must live and act as we believe. Oats, Presley (Lynching of)

Although many lynchings in Arkansas occurred in connection with serious crimes, real or alleged, there were some people lynched for trivial reasons. On May 13, 1897, an African-American man named Presley Oats was, according to national reports, dragged from his home in Pope County and lynched for supposedly stealing a ham. This incident preceded the Atkins Race War, which began approximately two weeks later. It was, however, indicative of the racial animus caused by the recent influx of African Americans into the county. Many of these new arrivals accepted lower wages for farm work and work in the lumber mills, causing resentment among area whites. Office of Removal and Subsistence

The United States government opened the federal Office of Removal and Subsistence for territory west of the Mississippi River in Little Rock (Pulaski County) in 1831. The office oversaw removal and subsistence operations relating to the Native American tribes being expelled from their eastern homes, along with providing subsistence for one year after their relocation to Indian Territory (present-day Oklahoma). During the nine years the office was in operation, almost $4.5 million passed through the hands of the officers charged with the operations of the office. The Choctaw were the first of the five Southeastern tribes to sign a removal treaty. The Treaty of Dancing Rabbit Creek was signed by the Choctaw on September 27, 1830, and ratified by the …

Ogden, Dunbar H., Jr.

Dunbar Hunt Ogden Jr. was a Presbyterian minister who played an important role in the effort to desegregate Central High School in Little Rock (Pulaski County) in the mid-twentieth century. His support for the Little Rock Nine was controversial, and his efforts split his congregation. Ultimately, faced with diminishing support, Ogden resigned his pastorate and left Arkansas, taking over a church in West Virginia and eventually retiring in California. Dunbar Ogden Jr. was born on August 15, 1902, in Columbus, Mississippi. One of seven children born to Dunbar H. Ogden, who was a minister, and Grace Augusta Cox Ogden, Ogden was brought up in Knoxville, Tennessee, and Atlanta, Georgia. He attended Boys High School in Atlanta before going to Davidson …

Oldfield, Pearl

In 1929, Fannie Pearl Peden Oldfield became the first woman from Arkansas elected to the U.S. House of Representatives, where she served from January 9, 1929, to March 3, 1931. While a member of the House of Representatives, Oldfield introduced twenty-eight bills, served on three House committees, and spoke in Congress on three occasions. Pearl Peden, daughter of John Peden and Amanda Hill Peden, was born on a farm near Cotton Plant (Woodruff County) on December 2, 1876. She attended Cotton Plant Grammar School and Batesville Public School. In 1891, Peden enrolled in Arkansas College (now Lyon College) in Batesville (Independence County) but withdrew before finishing a degree. In June 1901, she married William Allen Oldfield. Oliver, Dan (Lynching of)

On July 28, 1884, an African-American man named Dan Oliver was shot by a mob near Roseville (Logan County) for allegedly attempting to assault the daughter of a local white man identified only by his last name, Amos. Amos, whom the Arkansas Gazette called “one of the best citizens of Logan County,” was probably Elisha Amos. According to public records, Elisha Amos was born in Tennessee in 1841, and by 1860, he and his parents were living in Arkansas. He married Malinda Ann Pendergraft in Franklin County in 1862, and served in the Civil War. OMNI Center for Peace, Justice and Ecology

The OMNI Center for Peace, Justice and Ecology of Fayetteville (Washington County) began its work as a traditional peace advocacy organization before moving into local community engagement linked to state, national, and global networks. The organization’s mission is as follows: “OMNI Center educates, empowers and connects, for a world that is nonviolent, sustainable and just.” The OMNI Center is a 501(c)(3) nonprofit organization. The OMNI Center’s founders were James R. (Dick) Bennett and Dana Copp. When Bennett retired from the University of Arkansas (UA) in Fayetteville in 1998, after a forty-year career as a professor of English, he wanted to start a peace organization and change the world. One-Drop Rule

In 1911, Arkansas passed Act 320 (House Bill 79), also known as the “one-drop rule.” This law had two goals: it made interracial “cohabitation” a felony, and it defined as “Negro” anyone “who has…any negro blood whatever,” thus relegating to second-class citizenship anyone accused of having any African ancestry. Although the law had features unique to Arkansas, it largely reflected nationwide trends. Laws against interracial sex were not new. Virginia declared extramarital sex a crime during Oliver Cromwell’s era and increased the penalty for sex across the color line in 1662. In 1691, Virginia criminalized matrimony when celebrated by an interracial couple. Maryland did so the following year, and others followed. By 1776, twelve of the thirteen colonies that declared …

Original Tuskegee Airmen

Arkansas’s original Tuskegee Airmen were a part of a segregated group composed of African American Army Air Corps cadets, personnel, and support staff known as the Tuskegee Airmen. There were twelve Arkansans documented who performed and maintained various roles at the Tuskegee Institute in Alabama. Those roles included flight instructor, pilot, flight officer, engineer, bombardier, navigator, radio technician, air traffic controller, parachute rigger, weather observer, medical professional, and electronic communications specialist. Other support staff may have included Arkansans. The term “original” is applied to the individuals who received government and civilian instructional training while at Tuskegee between 1941 and 1946. Approximately 992 pilots were trained at Tuskegee, 450 of whom saw action overseas during the war; four of those were …

Owen, Hurley (Lynching of)

Hurley Owen, an African-American man, was lynched in Texarkana (Miller County) on May 19, 1922, in front of a mob numbering in the thousands for the alleged crime of murdering a local police officer. His body was subsequently burned. Hurley Owen (or Hullen Owens, as his name was sometimes reported) had been arrested on Thursday, May 18, 1922, on a charge of stealing automotive parts. The following afternoon, he reportedly told Patrolman Richard C. Choate and Police Chief L. J. Lummus that he was willing to show them where he had hidden away more stolen goods. They followed him into an alley, where he pulled a .45 caliber pistol from a trash bin. According to the Arkansas Democrat, Lummus then …

Ozark Institute [Organization]

From 1976 until its end in 1983, the Ozark Institute (OI) created job programs, provided advocacy for a dwindling population of small farmers, and worked to create community organizations and institutions to help alleviate some of the hardships of rural life. Toward these aims, the OI partnered with the Office of Human Concern in Benton County, led by Bill Brown, a longtime resident of Eureka Springs (Carroll County). The OI created a host of entities and programs to aid the Ozarks region in its short life, including community canneries, the publication Uncertain Harvest, seed banks, job training programs, and the Eureka Springs radio station KESP. Ozark Land Holding Association

Founded in 1981, the Ozark Land Holding Association (OLHA) is an intentional community—a communal living arrangement based on shared land and common interests—located in Madison County about twenty miles outside of Fayetteville (Washington County). OLHA, which is a community of lesbians, chose the somewhat vague label “intentional community” in an effort to avoid problems with the rest of the broader community. OLHA was one of several women’s land communities created in northwestern Arkansas in the 1970s and 1980s, including Yellowhammer, Sassafras, Whippoorwillow, Arco Iris, and Spinsterhaven. The community was founded by author Diana Rivers and nineteen other women based upon their efforts on the belief that a community based in land specifically set aside for women offered an opportunity for …

Ozark Schools, Desegregation of

Following the U.S. Supreme Court’s 1954 Brown v. Board of Education school desegregation decision, Ozark (Franklin County), a town of around 1,800 residents in the Arkansas River Valley, announced that it would desegregate its high schools in September 1957. Previously, African American high school students in Ozark had been bused thirty-nine miles to the historically Black Lincoln High School in Fort Smith (Sebastian County). There were no plans to end segregation at the elementary level, since Ozark operated its own segregated Carver Elementary School, with eighteen Black students in attendance. Desegregating Ozark High School meant admitting three Black students along with 475 white students. The three Black students were sixteen-year-old Inola West, her eighteen-year-old brother Rayford West, and sixteen-year-old Nola …
